UBEC reviews partnership framework for stronger education delivery

The Universal Basic Education Commission, UBEC, has intensified efforts to deepen collaboration with both public institutions and private-sector players as part of its drive to guarantee every Nigerian child access to quality basic education.

Executive Secretary, Aisha Garba, has ordered a full overhaul of the Commission’s Public-Private Engagement and Partnerships, PPEP, framework to align with UBEC’s ongoing reforms. 

The review will be carried out in collaboration with the United Nations Children’s Fund, UNICEF.

To execute this mandate, UBEC officials, experts, and key education stakeholders are holding a three-day technical review session in Lagos.

Confirming the development, UBEC official David Apeh said in a statement that the Commission is working to develop a more inclusive and effective partnership framework that clearly outlines how government agencies, corporate bodies, civil society organisations, development partners and philanthropic groups can collaborate to strengthen basic education delivery.

Apeh noted that the Lagos meeting is focused on drawing from global best practices, refining UBEC’s draft PPEP model, identifying priority intervention areas, and ensuring synergy with national education policies.

Garba, who recently lamented the country’s staggering 17 million out-of-school children, reiterated her commitment to scaling up access, improving learning quality, integrating technology, and creating safe, inclusive learning spaces, especially for girls and children with special needs.

She called on state governments, development partners and community leaders to work closely with UBEC to expand access, reduce dropout rates and better utilise Matching Grants, assuring that her administration will adopt targeted, region-specific solutions to advance basic education nationwide.
